Turkey Declares Rules of Engagement with Israel: Warships 12 miles outside Israeli territorial waters are to be engaged

In the ongoing dispute between Turkey which is a NATO country and Israel today, Turkey has declared it's official rules of engagement against Israel. According to this report from DebkaFile:

"As Turkish Prime Minister Tayyip Erdogan was set to start a visit to Egypt, Turkish naval sources reported: “If Turkish warships encounter an Israeli military ship outside Israel’s 12-mile territorial waters, they will advance up to 100 meters from the ship and disable its weapon system.”The threat bluntly applied to Israel’s naval enforcement of its UN-approved blockade of the Gaza Strip."

This is clearly a direct challenge by Turkey to Israel over it's ongoing blockade of Gaza and according to earlier statements by Turkey in direct relation to the attack on the Gaza bound aid ship earlier this year.

As Egypt and Israel have attempted to cool the crisis in relations sparked by last Friday's mob attack on the Israeli embassy, Turkish Prime Minister Tayyip Erdogan threatened Israel during his speech during his Monday visit, Sept. 12 -  to Tahrir Square in an attempt to gain the popularity of the Arab street. Jerusalem and Washington are concerned that it will have the effect of stirring up anti-Israel riots in Egypt and Jordan, as well as encouraging the Palestinian organization Jihad Islami in Sinai to proceed with its threatened cross-border attack.

On Sunday, Sept. 11, the military rulers of Egypt instructed the local media to tone down their coverage of the attack on the Israeli embassy Friday night. They announced that 130 rioters would be put on trial.  Israel also made every effort to play the episode down by focusing attention on the "courageous stand" taken by the six security guards "only a door away from death" in order to distract attention from the absence of an Israeli ambassador in Cairo after thirty years of normal relations.

According to the AP, Erdogan said Israel's raid on a Turkish flotilla last year was "cause for war," yet Turkey showed "patience" and did not take further action. The issue of the flotilla resurfaced after the United Nations issued a report that ruled the raid was legal, but that Israel used "excessive" force and so they should apologize.
Israel has refused to apologize and Turkey still maintains the raid in international waters was illegal. NPR's Michele Kelemen explained the strained relations in a piece earlier this month.

Essentially, a few things have aligned to bring Mid-East tensions to a significant point: First, Palestinians are seeking recognition from the U.N. this fall; second, this weekend brought attacks on the Israeli embassy in Egypt; third, Turkey said it would support Palestinians in their U.N. quest; fourth, Erdogan made the latest comments just before a trip to Egypt and, finally, the new flotilla to carry aid into the Gaza Strip which is being escorted by the Turkish navy.
